Administration supports the motions as presented.

Purpose
Administration is proposing minor text amendments to Municipal Development Plan (MDP) Bylaw 2017-14 to support a mix of land uses in the County's residential areas, and to allow for potential recreation and tourism type developments to be developed in Country Residential and Lakefront Residential areas.

Summary
Current policies in MDP Bylaw 2017-14 do not support a mix of complementary land uses in the County's designated residential areas. Currently, "mixed land uses" are only supported in the Rural Agriculture Area (MDP Policy 4.1.3), Hamlets (MDP Policy 6.0.6) and Prime Recreation Areas (MDP Policy 8.1.10). Proposed amendments to MDP Section 7 - Rural Communities & Housing are intended to remedy this inconsistency to support opportunities for "mixed land uses" in Country Residential and Lakefront Residential areas.

MDP Bylaw 2017-14 currently supports recreational and tourist type development in the Rural Agriculture Area and Prime Recreation and Tourism areas only. Proposed amendments to MDP Section 8 - Recreation & Tourism Development proposes to allow for the consideration of these type of developments to be located in Country Residential and Lakefront Residential areas.

The proposed MDP amendments support the development of "rural complete communities" in Parkland County. The proposed amendments are intended to encourage greater accessibility to amenities for residents, support ageing in place, and expansion of local and regional economic development opportunities that will benefit residents.
