Administration supports the proposed motion.
Purpose
To update the Governance & Priorities Committee on the ICF project and provide the opportunity to gather feedback on how Administration can best support the Council throughout the process.
Summary
Intermunicipal Collaboration Frameworks (ICFs) are formal agreements that outline how neighbouring municipalities will coordinate and deliver shared services and infrastructure. With the dissolution of the Edmonton Metropolitan Region Board (EMRB), municipalities must now establish these frameworks directly with one another. Parkland County will work collaboratively with each adjacent municipality to negotiate service delivery models, cost-sharing arrangements, and other areas of mutual interest to ensure fair, efficient, and sustainable outcomes for residents.
Parkland County is responsible for developing five new ICF's and renewing nine existing ICF's. In addition, one framework, between Parkland County and Leduc County, was formally designated as an opt-out agreement, with approval granted by Council in September 2025.
