That Council approve funding in the amount of $88,269 to address the Trans Alta Tri Leisure Centre's 2012 Operational Deficit and the 2013 Operational funding adjustment from Restricted Surplus - Contingency.

Administration is in support of the proposed motion. It is further anticipated that the Restricted Surplus - Contingency
be refunded the $88,269 from the 2014 Trans Alta Tri Leisure Centre requisition.
Purpose
In 2012 the Trans Alta Tri Leisure Centre ran a deficit of $118,117. As an owner of the Trans Alta Tri Leisure Centre Parkland County is responsible for a portion of this deficit. In addition the 2011 Federal Census numbers have resulted in an adjustment to Parkland County's share impacting the 2012 and 2013 amounts.
Summary
The 2012 operating deficit totals $118,117 of which we are responsible for $33,616 (28.46%, new figure from 2011 Census). The initial operational support paid by the County to the TLC was based on a 30% contribution rate, given that our rate based on the new 2011 Census figures is now 28.46% we had a credit of $2,667.00 with the TLC. Total additional payable to cover the 2012 operational deficit is $30,949.00
The total 2013 operational support for the TLC is $1,321,640 of which our portion is now 28.46% or $477,000. The total budgeted for and paid based on what the TLC requested was $419,680 or 25.04%. The adjustment required to take in account the new census data is $57,320 ($477,000-$419,680).
Total additional funding support required is $88,269 ($30,979+$57,320).
Administration is proposing that this be funded using the Restricted Surplus - Contingency. It would be the intent to fund this deficit in 2014 as an additional amount to the Trans Alta Tri Leisure Centre requisition, and refund the Restricted Surplus - Contingency $88,269.00
