Purpose
A Council approved amending bylaw is required to revise the fees and charges of the Public Transportation Utility.
Summary
Through the process of establishing a bus stop location for the Acheson Industrial Area transit service, additional costs were identified. These costs include lease of land and construction of infrastructure in the amount estimated at $39,000. In keeping with Council's intention to recover all costs for the provision of transit services through the fare and utility charges, an increase to the utility fee is required. The total cost to be recovered is increased from $100,000 to $139,000.
In setting up the billing process an efficiency in administration's costs was identified as well as an adjustment to the overall estimated cost per serviced lot. Changing the invoicing to an annual billing process, rather than monthly, will cut costs and save time in administering the Bylaw. Annual billing should also save time and costs for rate payers. A rate reduction was also identified with additional review of the estimated cost per serviced lot. The rate as currently proposed is $0.119 per $1,000 of Assessed Value; which is reduced from $0.198 per $1,000 of Assessed Value under the approved Bylaw. The adjustment includes the additional $39,000 identified above.
The changes to the bylaw are included in the attached amending bylaw.
