Title

Yellowhead County - Recreation Cost Share Agreement

Proposed Motion

That Council approve the updated Recreation Cost Share Agreement with Yellowhead County, as presented.

Body

Administration Recommendation

Administration supports the proposed motion.

Purpose

Administration is presenting an updated cost share agreement between Parkland County and Yellowhead County, for the purposes of cost sharing on the Entwistle Community Recreation Centre and the Pembina Rec-Plex.

Summary

We rely on partners such as adjacent municipalities and not-for profits to support the delivery of leisure services for our residents. In turn, we compensate these partners for our residents use of their facilities through cost-sharing arrangements. This collaborative approach ensures we avoid duplication of services throughout the broader region. It is important that we maintain positive relationships with our cost share partners and that we work with these partners to ensure quality services are available to our residents.

This agreement will be in effect for a ten year term (2020-2030). The most significant difference is the Yellowhead County contribution will change from 50% of the pool to 25% of the full facility, including the pool, with exception of the library. Parkland County's contribution to the Pembina Rec-Plex will remain at 50%.

Strategic Plan/Policy/Legal/Staff Implications:

Pillar 1: Complete Communities - We recognize the diversity of Parkland’s communities, while fostering a united and shared vision for Parkland as a whole.

This request also aligns with the Parks, Recreation and Culture Master Plan:

Recommendation 6.3: Continue Cost Sharing
Recommendation 8.2: Enable Easy Access to Quality and Diverse Recreation Facilities
