Proposed Motion

1. That the Environmental Conservation Master Plan be approved as presented.

2. That the Environmental Conservation Master Plan Implementation Plan be approved as presented.

Administration supports the motion as presented.

 

Purpose

To provide Council with the final Environmental Conservation Master Plan (ECMP) and Implementation Plan for approval.

Summary

In July 2013 Administration began work on the Environmental Conservation Master Plan (ECMP). The Plan was completed in October 2014 and updated the County Environmentally Significant Areas (ESA) map and corresponding factsheets for each ESA. An Implementation Plan was not completed at that time since project findings were used immediately in developing policies for the new Municipal Development Plan (Bylaw 2017-14). Administration has since prepared an Implementation Plan to ensure project findings are incorporated into the development of future plans and studies.

 

The ECMP project was completed in three phases. A description of the phases is found in Attachment 3 under "project outcomes".

Strategic Plan/Policy/Legal/Staff Implications:

Approval of the Environmental Conservation Master Plan (ECMP)  and Implementation Plan will ensure report and project findings are implemented into County operations and future plans, studies and reports. The Plan has already been instrumental in the completion of several major statutory plans, policies and regulations (see Attachment 4).

 

As requested by Council, Administration provided a high level overview of the ECMP project to the Community Sustainability Committee on February 21, 2018.
