Purpose
Off-Site Levy Bylaw 2015-07 was enacted on April 28, 2015. Section 11 of Bylaw 2015-07 stipulates that or before April 30 in each calendar year, Administration is to submit to Council, an annual Off-Site Levy Report that includes updated Schedules "C" through "G" to be approved by Council resolution on an annual basis. Administration is requesting to postpone the review and approval of the updated Schedules "C" through "G" under Bylaw 2015-07 to a regular Council meeting no later than June 23, 2026.
Summary
As stipulated in Bylaw 2015-07, paragraph 11, Administration is to submit the Off-Site Levy Annual Report and updated Bylaw Schedules to Council on or before April 30 of each year. The Annual Report summarizes the change in off-site levy rates based on 2024 project costs, development areas and updated financial information. The change in rates is subsequently summarized in the bylaw schedules and approved by Council.
Administration is requesting that the report and updated bylaw schedules be postponed to a regular Council Meeting no later than June 23, 2026, to allow the Off-Site Levy Oversight Committee additional time to review updates to the off-site levy model and engage with stakeholders regarding the 2026 rates.
