Purpose
To clarify the membership and purpose of this committee by re-naming the Committee of the Whole to Governance and Priorities Committee.

Summary
It is important to Council, Administration, and the public that Council committees are clear in their purpose. As such, this motion is being brought forward to change the current name of the "Committee of the Whole" to the "Governance and Priorities Committee". The existing Committee of the Whole terms of reference has been revised to reflect this change and is being presented for Council's consideration and discussion. While the nature and intent of these meetings will not change, it is understood that the Governance and Priorities Committee title more accurately and clearly reflects the intention of these meetings.

The Governance and Priorities Committee name is also in alignment with the Governance Review conducted in 2007, which recommended establishing this Committee to enable greater time for reflection and discussion by Council on strategic and policy direction. This new name will not alter the purpose or make-up of the Committee, which will continue to include all Council members sitting in a deliberative rather than a legislative capacity for informal debate and preliminary consideration of matters awaiting legislative action.

If approved, staff resources will be required to ensure the change is accurately communicated across various avenues, including social media, calendar naming, templates, and education to staff and the public.
