That Council approve proposed Policy C-PD03 and repeal existing policies PD 003, PD 009, PD 020, PD 023 and PD 026.

Upon review of current Council Policies PD 003, PD 009, PD 020, PD 023 and PD 026, Administration is recommending that these policies be merged into a single policy called Subdivision Conditions and Endorsement Practices C-PD03, which will provide easier use and reference. Council last reviewed four of the five policies in 2000, Policy PD 009 was last reviewed in 2007. A number of changes are proposed in the updated policy consolidation and are discussed in detail within the attached Administation Report. Alternatively, Council could amend the proposed policy or could request additional information and table a decision on this matter to a future meeting date.
Purpose
Planning & Development Services brings forward five (5) existing Council policies regarding the subdivision of land and endorsement practices for review in accordance with the County's Policy Review Schedule.
Summary
The General Priorities Committee, at its March 6, 2012 meeting, recommended that Council consider approving proposed consolidated Policy C-PD03 and repeal existing policies PD 003, PD 009, PD 020, PD 023 and PD 026.
Once a subdivision application has received conditional approval from Parkland County's Municipal Planning Commission there are conditions to be complied with by the Applicant before the survey plan will be endorsed by the Manager of Planning & Development Services and prior to registration at the Land Titles Office. As established under Section 657 of the MGA, an applicant has one (1) year from the approval date to secure endorsement. Council has adopted policies that provide direction to staff and applicant's regarding complying with certain conditions of approval prior to receiving endorsement.
