Proposed Motion

That the exemption of completing the Summer Village of Kapasiwin / Parkland County Intermunicipal Development Plan be approved in accordance with Ministerial Order No. MSL: 047/18.

Purpose

It is required that exemptions to complete Intermunicipal Development Plans as per Ministerial Orders receive a formal resolution of Council.

 

Summary

Ministerial Order No. MSL:047/18 exempts the completion of Intermunicipal Development Plans (IDP's) with adjacent municipalities where municipal borders are separated by federal or provincial crown land (attachment 1). The shared boundary between Parkland County and the Summer Village of Kapasiwin is separated by the CN main line and consists mainly of Crown Lands (attachment 2) which are out of the County's jurisdiction. Kapasiwin administration is also in favour of seeking an exemption.

 

Strategic Plan/Policy/Legal/Staff Implications:

Ministerial Order No. MSL:047/18 requires that all requests for an exemption be formalized through a Council resolution from potentially impacted municipalities. It is anticipated that the Summer Village of Kapasiwin Council will pass a similar motion for exemption at their April Council meeting. Once Parkland County Council has approved the exemption, Administration will forward both approved resolutions to the Minister of Municipal Affairs.
