3. That Bylaw 2025-12 be scheduled for third and final reading on May 27, 2025.

Administration Recommendation(s)

Administration recommends that Bylaw 2025-12 receive second reading as it is in alignment with Parkland County's Strategic Plan 2022-2025 and the County's Municipal Development Plan Bylaw 2024-22.

 

Purpose

Administration is presenting Bylaw 2025-12 for second reading and public hearing. The public hearing has been schedule to provide the public with an opportunity to comment on the proposed bylaw.

 

Summary

A Land Use Bylaw is required by the Municipal Government Act (MGA) for all municipalities in Alberta.Proposed Bylaw 2025-12 represents over 2 years of engagement, research and refinement. This project was completed to address the streamlining of regulations, ensure the document is transparent and clear, to recognize community and industry trends, and to incorporate community feedback. Proposed Bylaw 2025-12 incorporates policy direction from the Municipal Development Plan (MDP) and formally incorporates the Hamlet of Wabamun's Land Use Bylaw.

 

Historical Information:

The last comprehensive update to the Land Use Bylaw was completed in 2009, with a series of amendments to keep the bylaw functional. A minor update was completed in 2017. Administration presented first reading of Bylaw 2025-12 on March 25, 2025.

 

Strategic Plan/Policy/Legal/Staff Implications:

Proposed Bylaw 2025-12 is consistent with the goals of Parkland County's Strategic Plan 2022-2025 and the County's Municipal Development Plan Bylaw 2024-22.
