Administration supports the proposed motions.

Purpose
Council has requested administration bring forward a new Fireworks Bylaw. This bylaw is to authorize the regulation of fireworks within Parkland County.

Summary
At the November 24, 2015 Council meeting a motion was passed directing Administration to bring forward two bylaws. Council has requested that the current Fire Permit Bylaw be split into two separate bylaws. One bylaw for the regulating and permitting of fireworks and a second bylaw for the regulating and permitting of burning. Administration has completed drafting the two bylaws and is requesting that Council give first reading to Fireworks Bylaw 2016-08.

Administration has summarized the changes to the fireworks bylaw regulations in the administration report and the bylaw comparison.

The draft bylaw as presented will:
· Allow the safe and responsible discharge of consumer fireworks with a permit any day of the year,
· Allow a certified professional to discharge display fireworks and pyrotechnics devices with a permit any day of the year,
· Allow retailers to sell consumer fireworks any day of the year to those consumers who have a valid fireworks permit
· Ensure retailers store fireworks in a safe and secure manner,
· Allow retailers to issue consumer firework permits at the point of sale,
· Allow Parkland County to provide violation tickets to those who do not comply with the Alberta Fire Code and to those who are irresponsible and who create undue risk and/or danger.
Once Council has given Bylaw 2016-08 first reading, Administration will be moving forward with obtaining public feedback. Administration has put together a public engagement strategy which will assist in bringing forward any...
