Administration Recommendation(s)
Administration supports the request for a recreational land lease of the identified municipal reserve for the purpose of developing a playground as outlined in the attached agreement.
 
Purpose
As this is a new recreational land lease request and it involves the addition of new amenities, it is being presented to Council for approval.
 
Summary
Parkland Big Lake Area Community Association has been extremely active and diligent in their efforts to establish a playground in their area.  In February, 2014 Council demonstrated its commitment to the project by approving a Sustainability Grant application in the amount of $100,000.  Anticipating the project will be funded in time to enable a fall installation, the next step required is the securing of land.  The above mentioned municipal reserve has long been the preferred location for the playground due to its size, proximity to residences and ease of access to the public.  Further information is available in the Administrative Report attached along with the lease application, map of the proposed area, draft lease agreement, project budget, project plan and playground details.  This agreement would be for a period of 24 years, which aligns with the recently renewed 25 year agreements with the 12 other community associations.
