That Council adopt the Regional Emergency Management Plan for Parkland County as presented.

Purpose
Parkland County Council is required to prepare and approve emergency management plans and programs. For the past three (3) years Parkland County has been involved in the development of a regional emergency management plan. This plan has been developed in conjunction with various municipalities in the Parkland region.

Summary
Parkland County Council received a briefing on the Emergency Management Plan and Program at their March 1, 2016, Committee of the Whole meeting. This plan meets the requirements of Alberta Emergency Management Agency (AEMA) and the Alberta Emergency Management Act. This Emergency Management Plan is based on the Incident Command System (ICS) model. ICS is recognized across North America and is encouraged by AEMA to be adopted by municipalities in Alberta.

The Alberta Emergency Management Act sets out the requirements of the municipality as it relates to emergency management. The Alberta Emergency Management Act states that a local authority shall prepare and approve emergency plans and programs. Ten (10) municipalities in the Parkland Region participated in the development of the plan. Since there is no Regional Emergency Management Agency agreement each municipality is required to have their Council approve the plan.

As part of the plan development, staff at Parkland County and the participating municipalities have undertaken a comprehensive training program in preparation of an emergency. Based on the position that a staff member has responsibility for they will have been trained up to and including ICS 300.
