That revised Restricted Surplus Policy C-FI05 and Restricted Surplus Policy C-FI05 Schedule A be approved, as presented.

Purpose

To revise the existing Restricted Surplus Policy and Schedule.

 

Summary

Administration reviews the County's Restricted Surplus Policy and supporting schedule to ensure that they support County goals and strategic direction.

 

Administration is seeking Council's approval to implement the following changes:

 

1. The Restricted Surplus Policy has been updated to provide the Chief Financial Officer authorization to transfer "to" and "from" certain restricted surplus accounts only as specifically outlined in the Council policy and supporting schedule. This change is proposed to improve efficiency around transfers of an obligatory or administrative nature.

 

2. The Restricted Surplus Authorization Forms have been updated to align with the new policy and are appended to the Policy as Schedule A.
