Recommendation:
That Council approve the new YRL Master Membership Agreement as proposed by the Yellowhead Regional Library Board.

Background:
In May of 2011 Yellowhead Regional Library (YRL) forwarded a draft of a revised Master Agreement for review by the regional partners. The Board of Directors reviewed the comments received and on November 7, 2011 approved the new Master Membership Agreement. Yellowhead Regional Library Board of Directors is asking that the YRL partners review the new agreement and if appropriate pass a motion approving the Master Membership Agreement.
Based on stakeholder feed back some revisions have been made to the original draft agreement. these revisions are outlined #3. Theses revisions are consistent with Parkland County's vision for the YRL and reflect the YRL's vision of being responsive to the stakeholders.
Staff Position:
Adminstration has reviewed the new Master Membership Agreement and has no concerns the agreement as proposed.
