Administration Recommendation
Administration supports this road closure for the purpose of leasing.
 
Purpose
The adjacent landowners of the road allowance identified in Bylaw 2015-12 have requested to lease the subject undeveloped road allowance.  
 
Summary
Burnco Rock Products Ltd. (Burnco) are currently leasing the adjacent lands (S27-53-3-W5) from MWC Investments Inc. for aggregate. MWC Investments Inc. would like to lease the identified road allowances to allow Burnco to extend the existing gravel pit into the road allowances and incorporate the same into Burnco's reclamation plan.  Burnco currently has a Road Allowance Aggregates Royalty Agreement with Alberta Transportation.
 
An internal Parkland County departmental circulation has been completed with no concerns identified.

The request meets the requirements of Road Allowances and Diversions - Sales, Lease or Permitting Policy EN 009.
 
Financial Impact:
Revenue: Future road allowance lease and tax revenue for the County.
