Purpose
To provide Governance and Priorities Committee an overview of the results of Council’s Self-Evaluation Tool.

Summary
At the Strategic Planning Retreat in February 2013, Council was presented with a document that would assist them in conducting an evaluation of their actions within the nine principles of Good Governance: Rule of Law, Transparency, Responsiveness, Consensus Oriented, Equity and Inclusiveness, Effectiveness and Efficiency, Accountability, Participation, and Strategic Focus.

Council decided to proceed with the self evaluation and, as part of an anonymous survey, was asked to complete three questions within each of the nine areas of governance and was offered the opportunity to provide further comment. Each response was given a point value as follows:

Always - 5 pts
Mostly - 4 pts
Sometimes - 3 pts
Rarely - 2 pts
Never - 1 pt

Each question had a total potential score of 35 pts. The actual score was divided by the potential score of 35 to create a percentage. The percentage of the three questions for each section were added up and divided by three to create the score for that section.
All members of Council participated in the self-evaluation. The results of the Self-Evaluation are as follows:
Rule of Law 81%
Transparency 90%
Responsiveness: 80%
Consensus-Oriented: 83%
Equity and Inclusiveness: 80%
Effectiveness and Efficiency: 78%
Accountability: 88%
Participation: 87%
Strategic Focus: 74%
Total Score: 82.3%
