Purpose
To provide Council with the final Parkland County and Brazeau County Intermunicipal Collaboration Framework Bylaw.
Summary
Section 708.28 of the Municipal Government Act(MGA) requires Parkland County to complete intermunicipal collaboration frameworks with all municipalities sharing common boundaries where these neighbouring municipalities are not members of a growth management board (Edmonton Metropolitan Region Board). All intermunicipal collaboration frameworks must be completed by April 2020 in accordance with the MGA. The Parkland County and Brazeau County Intermunicipal Collaboration Framework (ICF) Bylaw 2018-12 is the first ICF being presented to Council for approval (attachment 2).
Strategic Plan/Policy/Legal/Staff Implications:
In accordance with Section 708.33 (1) of the MGA, intermunicipal collaboration frameworks must be approved by the adoption of matching bylaws by each partnering municipality. The administrations of both Parkland County and Brazeau County have collaborated to ensure that the bylaws to be adopted by both municipalities are consistent.
Administration will present the Parkland County and Brazeau County Intermunicipal Collaboration Framework Bylaw 2018-12 for 3rd and final reading at the July 10, 2018 regularly scheduled Council meeting. On July 10, 2018, Administration will also be presenting the Parkland County and Brazeau County Intermunicipal Development Plan (IDP) Bylaw 2018-13 for all three (3) readings. Council will also be requested to schedule a Public Hearing for the IDP Bylaw to be held on July 10, 2018.
