Proposed Motion
That Council approve $150,000 from the Water and Wastewater Restricted Surplus to complete a detailed design and cost estimate for the construction of a wastewater pre-treatment facility at the Stony Plain Wastewater Transfer Station, as presented.

Purpose
The purpose of this submission is to request funding to complete a design and cost estimate for a wastewater pre-treatment facility to reduce the overstrength charges at our Stony Plain Wastewater Transfer Station.

Summary
On October 22, 2024, Council directed Administration to meet with ARROW Utilities (ARROW) to address the wastewater overstrength charges being levied to Parkland County Wastewater Transfer Stations, and that ARROW has confirmed their position prior to undertaking any other work.

Since October 22, 2024, the County has been working with ARROW to address the over-strength charges.

On December 19, 2024, the County sent a letter to the ARROW Board explaining that we believe the over-strength charges are excessive and place an unfair burden on rural residents compared to urban residents. We asked ARROW to consider harmonizing all residential wastewater rates to alleviate this burden.

ARROW has not supported this option and the County is without further options.

Therefore, Administration believes it is now appropriate to pursue the development of a wastewater pre-treatment facility at the Stony Plain Wastewater Transfer Station, with the understanding that this may result in the closure of the Villeneuve Wastewater Transfer Station, given that only one pre-treatment facility would be maintained.
