Administration supports the approval of the recommendations contained in the Governance Review.
Purpose
To approve the Governance Review report and recommendations prepared by Russell Farmer and Associates
Summary
In january of 2013 Russell Farmer and Associates was engaged by the the owners of the TransAlta Tri Leisure Centre to complete a governance review.  The review assessed the current ownership model, governance processes and practices, roles and responsibilities and communication between stakeholders.  
 
Findings for the review were divided into 6 ares;
1) The part 9 ownership model
2) Governance practices
3) Board composition
4) Source management
5) The role of the owners
6) Communication
Council has had the opportunity to review the recommendations and make comments back to the consultant. In addition the owners of the TLC have met to discuss the recommendations.  The recommendations have been met with a positive response from the individual Councils and are now at a point where they need to be adopted in order to move forward in positive fashion.
Strategic Plan/Policy/Legal/Staff Implications
The TLC continues to define intergovernmental cooperation in the region.  Providing recreational opportunities to residents in the region; this facility, contributes positively to the quality of life for residents.
