Administration supports the proposed motion.
Purpose
To provide Council with the final Parkland County and Summer Village of Seba Beach Intermunicipal Collaboration Framework (ICF) Bylaw.
Summary
Section 708.28 of the Municipal Government Act (MGA) requires Parkland County to complete intermunicipal collaboration frameworks with all municipalities sharing common boundaries where neighbouring municipalities are not members of a growth management board (Edmonton Metropolitan Region Board). All intermunicipal collaboration frameworks mus be completed by April 2020.
Council approved three amendments to draft ICF Section 3.2 (in scope services) at the regularly scheduled Council meeting on September 10, 2019. Items approved under Section 3.2 (in scope services) includes items:
j) libraries
k) seniors lodging
l) recreation services
Administration also identified the need to remove item 5.B.1.a. from the draft ICF (under Existing service agreements between both municipalities). The Seba Beach Lagoon is currently decommissioned.
Approved and proposed amendments to the draft ICF are identified through "track changes" in attachment 3 to this report.
Strategic Plan/Policy/Legal/Staff Implications:
Administration notified the Summer Village of Seba Beach of the approved amendments to the draft ICF after the September 10, 2019 Council meeting. The Summer Village of Seba Beach Administration verbally informed Parkland County that the Summer Village was not in favour of the approved amendments at this time.
