Purpose
To close a portion of road allowance for the purpose of sale and consolidation into adjacent lands.
Summary
This closure application has been made by TransAlta Corporation for the closure of an undeveloped road widening (Plan 162 0765) as identified in Bylaw 2026-13. This road widening is located within the Whitewood mine area and the closure of this road plan is part of TransAlta's reclamation plan for the area as identified in the Whitewood Conceptual Scheme approved by Council in March 2018.

This portion of road allowance was previously approved for closure in 2024 as part of the closure of other portions of road allowance in the Whitewood Mine area. Upon submission to Land Titles and Surveys, it was identified that this road plan was not properly referenced in the closure documents and must be closed independently as a result. Once closed, this portion of road allowance will be consolidated into the larger parcel created by TransAlta to be donated to the Alberta Conservation Association for future recreational use.

An internal Parkland County circulation and a public hearing were completed with no concerns identified. The Bylaw was reviewed by Alberta Transportation and Economic Corridors after receiving first reading and was approved on June 10, 2026.

Historical Information:
This portion of road allowance was initially reviewed and approved for closure in Bylaw 2024-15. Bylaw 2026-13 will address an error in Bylaw 2024-15 where Plan 162 0765 was not adequately described and was not accepted by Land Titles and Surveys.
