Proposed Motion
That Council approve $287,000 from Future Transportation Restricted Surplus to construct a road along Range Road 54 to access property located in the in the South 1/2 of 21-50-05 W5M in accordance with Policy EN-017 and attached Baumann Farms Ltd. Agreement to Construct a Portion of the County's Undeveloped Road Allowance.

Administration Recommendation
The Baumann Farms Ltd. application meets all of the requirements identified under the under Policy EN 017 - Access Construction in Undeveloped Road Allowances. Therefore, Administration supports the premise of the request but points out that consideration should be given to the overall cost of this project.
Purpose
Parkland County Council may authorize the construction of an access road in an undeveloped road allowance when requested by a property owner. The costs related to this work shall be shared by the property owner requesting the access and the County.
Summary
On November 5, 2013, The owner of the South 1/2 of 21-50-5 W5M expressed the desire to proceed with the extension of Ranger Road 54 in order to access his property. The following represents pertinent information to be considered with this Request for Decision.
· Baumann Farms Ltd. is prepared to apply for a single family residential development immediately upon completion of Range Road 54 extension.
· Baumann Farms Ltd. intends to construct this road extension to Parkland County Standards using their own resources this winter following approval by Council.
· Engineering Services has reviewed the design report and is satisfied with its content.
· Baumann Farms Ltd. has already engaged discussions with Alberta Sustainable Resource Development and anticipates receiving a permit to construct through Letour Lake within the next few days.
