Body
Administration Recommendation(s)
Administration supports the proposed motion.

Purpose
For Council to amend these policies to have them expire by December 31, 2015.

Summary
Council requested Administration to determine whether or not the Early Retirement Incentive is still required as trends move towards retaining employees rather than encouraging early retirement. Administration determined that in the next five years Parkland County, like most other employers, anticipates that a number of long term employees will transition into retirement and that these individuals possess a wealth of knowledge, experience and skills that may be difficult to replace. A rising topic is how to attract retirees, therefore offering an early retirement incentive is counterintuitive.
