2. That a Public Hearing be scheduled for October 13th, 2026 at 10:00 a.m. in Council Chambers to hear public comment on Bylaw 2026-29.

Administration supports the proposed motions as presented.
Purpose
To provide Council with an overview of the Entwistle Area Structure Plan (ASP) Rescinding Project and recommendations for moving forward.
Summary
Rescinding the Entwistle ASP aligns with the County's strategic approach for supporting economic growth and adaptability. This project is a part of the first implementation phase of the ASP Prioritization Project that was approved by Council on February 10th, 2026.
Rescinding this ASP aligns with the ASP Prioritization Project goals of:
1. Aligning ASP policies to the County's statutory and non-statutory plans / initiatives;
2. Streamlining services to reduce overall red tape;
3. Making ASPs living documents that are flexible and adaptable; and
4. Creating policies and plans that are user friendly.
Project deliverables included:
1. Conducting a line by line review of the existing ASP to ensure no unintended gaps were created by rescinding it;
2. Internal engagement with other departments; and
3. External public engagement including an Open House, monthly chats with a planner, and online options. For a full summary of public engagement, please see Attachment 1: Entwistle Area Structure Plan Rescinding What We Heard Report.
No concerns were raised with rescinding the Entwistle ASP throughout the different project deliverables. Planning and development policy and direction will still be provided in the County's recently updated Municipal Development Plan and the regulation in the County's Land Use Bylaw. Rescinding the Entwistle ASP does not affect Entwistle's status as a Rural Hamlet....
