Administration Recommendations
Administration recommends that Council give second and third readings to Bylaw 2017-19.
Purpose
To consider amending Land Use Bylaw 20-2009 by changing the existing definition of Outdoor Participant Recreation Services to exclude outdoor shooting ranges, creating a new use class and definition for outdoor shooting ranges, adding the new use as a discretionary use within the AGG and RE land use districts, and adding development standards that apply to the new use class.
Summary
On May 9, 2017 Council moved that administration be directed to prepare an amendment to the Land Use Bylaw and the accompanying definition section of the Bylaw to exclude outdoor gun ranges in all residential districts from the definition of Outdoor Participant Recreation Services. Bylaw 2017-19 changes the existing definition of Outdoor Participant Recreation Services to exclude outdoor shooting ranges, creates a new use class and definition for outdoor shooting ranges, and adds the new use as a discretionary use within the AGG and RE land use districts.
On July 11, 2017 Council gave first reading to an amended Bylaw 2017-19 and set a Public Hearing for September 12, 2017. Further detail and background is provided in the attached administrative report.
