Administration supports the proposed motions.
Purpose
To update fees and charges to ensure effective cost recovery for specific services; re-assign fees and charges to correct department and to update wording to improve clarity.
Summary
Arrow Utilities has issued updated rates for water and wastewater. As a result of these new rates Parkland County is required to update the fees and charges related to water and wastewater rates to align with cost recovery.
Land Management Services moved from Planning and Development to Growth and Strategy. To provide clarity for the fees and charges related to Land Management Services the fees and charges have been removed from the Planning and Development schedules to their own schedules. The Planning and Development schedules have been renumbered to maintain sequential numbering.

Bylaw 2025-21 - 2026 Fees and Charges Bylaw was approved by Council on September 9, 2025.

MGA s.8(c) requires that fees for permits, licenses and approvals must be established by bylaw.
MGA s.191 provides that the amendment or repeal of a bylaw must be made in the same way as the original bylaw.
