Administration supports the proposed motion to table Development Permit 14-D-040 for the construction and operation of a natural gas fired electrical power plant located on NW & SW 10-52-04-W5 (TransAlta) until the required amendments have been approved.
Purpose
The applicant has applied for a development permit to construct and operate a natural gas fired electrical power plant located on NW & SW 10-52-04-W5. This development permit was brought forward to Council at the May 27th, 2014 Council meeting. Council tabled development permit 14-D-040 at the May 27th Council meeting to allow staff time to assess the need for any necessary bylaw amendments in conjunction with this Development Permit application.
Summary
The subject lands are within the Highvale Mine End Direct Control District and the Resource Extraction District within Parkland County's Land Use Bylaw 20-2009. The proposed use for a natural gas fired power plant is consistent with this district and therefore no amendment to the Land Use Bylaw is necessary.

The subject lands are designated as Agriculture/Nature Conservation District with an Ecological Conservation Area overlay on small portion of the property currently located within the existing cooling pond in the End Land Use Map of the Highvale End Land Use Area Structure Plan. An amendment to Figure 1 and the Highvale End Land Use Area Structure Plan to redistrict the subject area from the Agriculture/Nature Conservation District to the Direct Control District is necessary.

The subject lands are designated as Agriculture with a Major Resource Extraction Overlay in Parkland County's Municipal Development Plan 37-2007. This development permit is inconsist...
