Proposed Motion(s)
1. That Procurement Policy C-PT01 be approved as presented.
2. That the following purchasing policies be rescinded:
a. Purchasing and Tendering PT-001
b. Authorization to Purchase Policy PT-002
c. Purchase Card Program Policy PT-003
d. Cell Phone Procurement and Reimbursement Policy PT 004
e. Green Purchasing Policy C-PT06
f. Purchases at Auction or from Private Owners Policy AD 006
3. That Public Response Standards Policy C-AD05 be rescinded.

Purpose
To approve and repeal numerous policies that are new or outdated.
Summary
Administration developed new Procurement Policy C-PT01 as an overarching policy that ensures the County follows a consistent, fair, and transparent procurement process. Legal Counsel and the Procurement Office assisted with the development of this policy to ensure that the standards meet legislative and professional procurement requirements.
New Procurement Policy C-PT01 encompasses all purchasing methods, consequently administration recommends that outdated Purchasing and Tendering Policy PT-001, Purchases at Auction or from Private Owners Policy AD 006, and Green Purchasing Policy C-PT06 be repealed. Administration recommends repealing Authorization to Purchase Policy PT-002, Purchase Card Program Policy PT-003, and Cell Phone Procurement and Reimbursement Policy PT 004, as these policies are administrative and operational. The repeal of these policies permits the CAO approve directives and/or procedures to deal with these topics.
Administration determined Public Response Standards Policy C-AD05 provides direction to employees which is a responsibility of the Chief Administrative Officer (CAO), so this policy should be repealed.
