Proposed Motion
That Council approve the 2013 Water and Wastewater utility rates, as presented.

Administration Recommendation
Administration supports the proposed Water and Wastewater utility rate changes for 2013.
 
Purpose
Utility rates are reviewed on an annual basis and adjustments are made as required.
 
 
Summary
All utility systems owned and maintained by Parkland County are to operate on a self supporting basis.  Utility rates are set at a rate that not only funds operational expenditures but will also generate surplus revenue for future operating reserves.
The Alberta Capital Region Wastewater Commission (ACRWC) has increased the transmission and treatment rate to member municipalities from a rate of $0.82/m3 in 2012 to $0.87/m3 in 2013.
 
The Capital Region Parkland Water Services Commission (CRPWSC) has increased the cost of water from $0.88/m3 in 2012 to $0.98/m3 in 2013.
 
The proposed 2013 water and  wastewater rates include the relevant  increases from the above noted commissions.
 
Bulk water rates increase from $2.40/m3 in 2012 to $3.25 in 2013; this is to bring Parkland County rates in line with surrounding areas.
 
Water rates for the Hamlet of Entwistle increase from $1.21/m3 in 2012 to $1.26/m3 in 2013.
 
A complete summary comparing current 2012 rates to the proposed 2013 rates is attached for ease of reference along with the proposed 2013 rates and charges schedules for the water and wastewater systems.
