Purpose
To amend the Land Use Bylaw 2025-12 to provide for the proposed Excella Equine Estates Direct Control District (DC Area 7) and to amend the Land Use Map of Land Use Bylaw 2025-12 to redistrict an 8.55-hectare (21.13 acre) portion of NW-22-52-1-W5M from the CR - Country Residential District to the Excella Equine Estates Direct Control District (DC Area 7).

Summary
Background:
Excella Equine Estates is a proposed country residential subdivision and equine facility located at 1221 TWP RD 524, approximately 0.8km west of the Town of Stony Plain. The County has received and is currently processing two (2) subdivision applications related to the subject property. The proposed subdivisions include nine (9) residential lots as Phase 1 of Excella Equine Estates, and two (2) lots to accommodate the proposed equine facility. The subdivision applications have not received conditional approval by the Subdivision Authority to date.

Current Application (Bylaw 2026-30):
An application has been submitted by Al-Terra Engineering Ltd. on behalf of Excella Equine Park Inc. for the property located at 1221 TWP RD 524. The application proposes to amend the Land Use Bylaw 2025-12 (LUB) to provide for a new Direct Control (DC) district and to redistrict a portion of the property to the proposed DC district.
