Proposed Motions
1. That Council approve up to $40,145 from Restricted Surplus - Recreation Facilities for the City of Spruce Grove's 2018 Capital Cost Share Request as presented; and,
2. That Council approve up to $136,731 from Restricted Surplus - Recreation Facilities for the Yellowhead County's 2018 Capital Cost Share Request as presented; and,
3. That Council approve up to $17,841 from Restricted Surplus - Recreation Facilities for the Town of Drayton Valley's 2018 Capital Cost Share Request as presented.

Administration Recommendation
Administration supports this request, as it addresses lifecycle and standard maintenance activities that ensure the effective, efficient operation of these facilities that serve Parkland County residents.

Purpose
As part of the Recreation Cost Share Agreements we have with six of our municipal partners, Council may, at their discretion, provide funding support for capital repairs at the facilities outlined in each of the agreements. As per this agreement, the requests are being submitted to Council for their approval.

Summary
The recreation cost share agreements with our regional partners, except for Yellowhead County, expired at the end of 2017. Following the completion of the Parks, Recreation and Culture Master Plan, recommendations were made relative to cost share agreements for further exploration. However, given the timeing of the Master Plan completion, cost share discussions and negotiations did not occur. In addition, Intermunicipal Collaboration Framework discussions have begun with neighboring municipalities, of which cost share of recreaction facilities will most likely be included. This will provide time for the ICF discussions to take place, and have a better understanding of the scope of the frameworks relative to recreation and culture facilities and their impact on cost share discussions.
