Administration Recommendation
Administration supports second reading of proposed Bylaw No. 36-2012.  Administration recommends that Bylaw No. 36-2012 receive third reading at a later date after discussions with the City of Edmonton have concluded regarding the proposed amendment.  As of April 4, 2013, at the time of publishing the April 9, 2013 Council meeting agenda, Parkland County had yet to receive additional correspondence from the City of Edmonton regarding Bylaw No. 36-2012.
 
Purpose
This Bylaw amends the Woodbend-Graminia Area Structure Plan Land Use Concept Map to redesignate the north ½ of Section 24, all of Section 25, all of Section 36, and the north ½ of Section 35, all in Twp 53, Rge 26, W4 from "Agricultural" to "Mixed Use / Country Residential" to make the ASP document consistent with the Municipal Development Plan (MDP) and Land Use Bylaw (LUB).  
 
Summary
A Developer intends to apply for a traditional multi-parcel country residential subdivision within the E ½ of 25-53-26-W4. Although the lands are designated as Country Residential in both Parkland County's MDP and LUB, it was noted that the lands were still designated as Agricultural in the Woodbend-Graminia Area Structure Plan (ASP).  Additional information can be found in Administration's Report including information with respect to the diversion of water under the Water Act.
 
Strategic Plan/Policy/Legal/Staff Implications
This amendment will bring the Woodbend-Graminia ASP in line with Parkland County's MDP and LUB.
