Proposed Motion
That Council approve a four year Agreement between the Village of Spring Lake and Parkland County for the provision of Enforcement Services.

Administration recommends Council approve this four year Agreement between the Village of Spring Lake and Parkland County for the provision of Enforcement Services.   
 
Purpose
The current agreement between the Village of Spring Lake and Parkland County expires December 31, 2013.  This new agreement will be effective January 1, 2014 and will expire December 31, 2017.
 
Summary
Parkland County has provided Enforcement Services to the Village of Spring Lake for the past 3 years.  The current agreement expires December 31, 2013.  The proposed new agreement will see Parkland County continue to investigate the Village of Spring Lake bylaw complaints and provide traffic enforcement based on six hours per month on a cost recovery basis.  Monthly fees are an administrative fee, hourly fee for investigation of bylaw complaints and an hourly fee for traffic enforcement.  For the purposes of the agreement administrative costs includes scheduling patrols, reviewing files and providing monthly reports to the Village of Spring Lake.     
 
The agreement allows for annual adjustments. These rates will be set annually in June.   
 
Strategic Plan/Policy/Legal/Staff Implications
This Agreement is consistent with the current agreement and other agreements where Parkland County is providing services to municipalities; most notably the City of Spruce Grove Animal Shelter Agreement and the Town of Stony Plain Animal Shelter Agreement.
 
Financial Impact:
Potential annual revenue from the Village of Spring Lake of approximately $32,000.
