Parkland County Enforcement Services Water Safety Initiative

Recommendation
That the Governance & Priorities Committee direct Administration to apply to Transport Canada for Parkland County Enforcement Services, (PCES), for authority as Enforcement Officers, further direct PCES to conduct patrols on lakes in Parkland County.

Purpose
Parkland County Water Safety Initiative is a Pilot Project to enhance watercraft user safety.

Summary
Boating safety issues have been raised to Council in past years. Currently there is little or no enforcement on water bodies in Parkland County. As a pilot project Parkland County Peace Officers would apply to Transport Canada for authority as Enforcement Officers pursuant to the Canada Shipping Act. Patrols would be conducted 2 weekend per month from May to September, 2012.

Administrative Position
Administration supports the implementation of the Water Safety Initiative Pilot Project. This Quality of Life initiative will see a visible enforcement presence on water bodies in Parkland County. This pilot project will run from May to September 2012.

Strategic Plan/Policy/Legal/Staff Implications
Parkland County would be required to apply to Transport Canada for authority to enforce the Small Vessel Regulation. The Water Safety Initiative is consistent with Parkland County's Vision Statement - "An innovative and bold municipality..."

Staff Implications:

This initiative will be an additional expectation on current staff
This does have the potential to reduce service in other areas, i.e. officers patrolling on water will not be available for traffic, off-highway calls, etc.

Manhours - Pilot Project Research = 11 hours (as of February 3, 2012)
Patrols = 480 hours (not including Fire Services personnel)
