Purpose
The Terms of Reference outlines the purpose, composition, and expectations of the Council Remuneration Committee. An approved Terms of Reference is required before advertising for public members, selecting members, conducting meetings, and bringing forward recommendations to Council.
Summary
As in previous years, Council has requested that their remuneration be reviewed by a committee comprised of public members. Accordingly, a Terms of Reference is presented to Council for their approval, so a committee can be formed, and the review process can begin and end within certain timelines.
Strategic Plan/Policy/Legal/Staff Implications
Council's Strategic Plan: Governance Goal 1, Strategy 2, commits to transparency. By using a public committee to review Council remuneration, there is openness with regards to how members of Council are paid for their three-year term to serve the County and its residents. Two administrative staff persons from Legislative and Administrative Services are expected to attend each committee meeting.
Any Remuneration Committee recommendations that are adopted by Council are historically effective subsequent to the next municipal election. Amendments to the Local Authorities Election Act are presently under review; therefore depending on the amendments that are implemented by the Provincial Government the next municipal election could be held in October of 2013 or in the spring of 2014.
