Administration Recommendation

Purpose

To align Parkland County's 2024 Fees and Charges Bylaw with Parks Bylaw 2023-16, Authorized Use of County Land Bylaw 2023-15, Fire Services Bylaw 2023-17 that were passed by Council in 2023 under the major bylaw review project that imply penalties to be included in the 2024 Fees and Charges Bylaw 2023-11.

Summary

Administration conducted a major bylaw review project in 2023.  In the fall of 2023, administration presented for Council's approval:  Parks Bylaw, Authorized Use of County Land, and Fire Services Bylaw.  The three bylaws impose penalties that would be included in the 2024 Fees and Charges Bylaw 2023-11.

By adding the penalties associated with the enforcement of Bylaws, it ensures that penalty amounts are reviewed annually.

Strategic Plan/Policy/Legal/Staff Implications:

MGA s. 8(c) requires that fees for permits, licenses and approvals must be established by bylaw.

MGA s. 191 provides that the amendment or repeal of a bylaw must be made in the same way as the original bylaw.

Responsible Leadership:  maintain the public's trust through transparent and fair decision-making, superior service delivery, and effective engagement.
