Proposed Motion
That Council approve an additional $30,400 in Federal Gas Tax Funding (FGTF) to fund the CN Rail Crossing Upgrades.

Body
Administration Recommendation
Administration supports the expenditure of an additional $30,400 in Federal Gas Tax funding.

Purpose
Canadian National Railways (CN) modified four road crossings in Parkland County, Mile 27.02, 28.04, 29.07 and 30.10.  Parkland County's agreement with CN and Transport Canada is that Parkland County will fund 12.5% of the total cost of the crossing warning system modification.

Summary
In the fall of 2012 CN provided Parkland County with estimates to complete the four crossing upgrades.  Parkland County's portion of the estimates was $109,000.  Through the budget process Council approved the expenditure of $109,000 to be funded in Federal Gas Tax funds.

CN has now provided Parkland County with the final invoices and Parkland County's share has increased to $139,400.  The majority of work was completed by CN in the fall of 2013 and due to inclement weather had to be finalized in the spring of 2014.  CN has indicated that the reasons for the increase is; first, the estimate was completed in 2012 and the work did not occur until late 2013 and 2014 and second, that the inclement weather in the fall of 2013 increased costs to the contract services portion of the contract.
