Purpose
Parkland County must ratify an agreement with the International Union of Operating Engineers Local 955 (Public Works) in order to establish compensation standards for union workers.
Summary
Parkland County and the International Union of Operating Engineers Local 955 (Public Works) began negotiations on a new collective bargaining agreement starting November 5, 2015.
The negotiating team met on seven (7) occasions over a six (6) week period and reached a tentative agreement on December 18, 2015. The union membership have ratified the agreement at meetings held on January 5th and 7th of 2016 with; 67% of the members voting in favour. The negotiating team of Rob McGowan, Tracy Kibblewhite and Rod Fraser are pleased to present this agreement to Council for ratification.
The major changes in the agreement are as follows:
1) The new Agreement is four (4) years in length beginning January 1, 2016 and ending December 31, 2019.
2) The cost of living adjustment (COLA) for the agreement is 1.5% in 2016 and 2.0% in 2017.
3) The pay rate market adjustment will be phased in over two (2) years.
4) There will be a wage re-opener to negotiate hourly rates for years 2018 and 2019; years three and four of the four year contract.
5) The minimum paid call out will change from 2.67 hours to 3.00 hours at the overtime rate.
6) The increase in pay for Journeyman Tradesman with an extra ticket, that is separate and distinct and related to the employee’s work, from $40.00 per month to $160.00 per month.
