Administration Recommendation
Administration supports this road closure for the purpose of leasing.
Purpose
The adjacent landowners of the road allowance identified in Bylaw No. 2015-11 (Range Road 43) have requested to lease the subject undeveloped road allowance.  
 
Summary
The landowners of the adjacent lands (NE21-50-4-W5) are also the directors of Karlsson Sand & Gravel.  They have requested to lease the subject road allowance from Parkland County.  Karlsson Sand & Gravel are actively mining the adjacent lands (NE21-50-4-W5) for aggregate and would like to incorporate this road allowance into their mining and reclamation plans. They currently have a Road Allowance Aggregates Royalty Agreement with Alberta Transportation.
 
An internal Parkland County departmental circulation has been completed with no concerns identified.

The request meets the requirements of Road Allowances and Diversions - Sale, Lease or Permitting Policy EN 009.
