Administration Recommendation

Administration supports the proposed motions.

 

Purpose

That the 2026 Fees & Charges Bylaw be approved to ensure compliance to the Municipal Government Act (MGA).

 

Summary

Fees and charges are reviewed and updated annually by the department responsible for administering the fee. This review ensures that fees and charges follow the Benefit, Cost Recovery, Management of Demand, and Comparability Principles.

 

The 2026 Fees & Charges have also been updated to capture any changes to fee bylaws made during the year.

 

Administration has captured the changes in a presentation included as Attachment 1 as well as a tracked changes document included as Attachment 2.

 

Changes to the Water and Wastewater rates will be presented to Council at a future date once Administration has finalized their review and recommendations.

 

 

Strategic Plan/Policy/Legal/Staff Implications

MGA s.8(c) requires that fees for permits, licenses, and approvals must be established by bylaw. MGA s.191 provides that the amendment or repeal of a bylaw must be made in the same way as the original bylaw.
