that Administration be directed to proceed with the recommended bylaw amendments and communication initiatives, as presented.

Purpose
To present the findings of Administration's review of littering and illegal dumping in Parkland County, as directed by Council on June 9, 2026, and to provide recommendations for Council's consideration.
Summary
On June 9, 2026, Council directed Administration to review Parkland County bylaws related to littering and illegal dumping occurring on roadways, in ditches, and on public and private lands. Council further directed Administration to identify opportunities to strengthen deterrence through increased fines, including a standardized penalty structure that distinguishes between individual and commercial infractions, reflects the severity of the offence and the cost of cleanup, and to develop a communications strategy aimed at reducing infractions before they occur.
Administration completed a review of the County's existing regulatory framework, enforcement practices, and municipal approaches utilized by comparable jurisdictions.
Based on the review, Administration recommends enhancements to the existing bylaw framework through updated penalty provisions and associated public awareness initiatives.
The review found that while existing bylaws provide mechanisms to address littering and illegal dumping, opportunities exist to improve consistency, clarity, and deterrence. Current penalties may not adequately reflect the environmental, operational, and financial impacts associated with more serious offences.
