Purpose
These recommendations are brought forward in preparation for municipal elections to be held October 21, 2013.  
 
Summary
Mr. Tymchyshyn has served as Returning Officer for the past three elections, and has overseen the election process with assistance from the Legislative and Administrative Services staff.  Advance voting will provide additional opportunity and convenience for voters.  The dates, times and locations for advance voting will be determined by the Returning Officer.  Advance voting is tentatively scheduled for Thursday, October 10, 2013 (11:00 am to 3:00 pm), Wednesday, October 16, 2013 (4:00 pm to 8:00 pm), and Saturday, October 19, 2013 (10:00 am to 2:00 pm) at Parkland County Centre.  These proposed dates and times have been discussed and coordinated with the City of Spruce Grove and the Town of Stony Plain, to provide consistency and lessen confusion for voters in the area.
 
Strategic Plan/Policy/Legal/Staff Implications
Local Authorities Election Act section 73 requires that an elected authority may by resolution provide for holding an advance vote on any vote to be held in an election, and that the Returning Officer must determine the days and hours when the advance vote is to be held.
