Purpose
At the May 11, 2021, Council meeting, Administration was directed to prepare a report outlining information and potential policy development regarding Multi-Parcel Country Residential Subdivision Approvals for review at the February 1, 2022, Committee of the Whole meeting.
Summary
Council raised concerns regarding the cost of maintaining service levels and infrastructure in vacant subdivisions. The intent of a policy would be to limit development of any new multi-parcel country residential subdivision until a certain level of vacancy has been reached. As part of the background, Administration sought input from Brownlee and Associates on the implications of creating and implementing such a policy. After review of the information provided, Administration determined that a policy document is not the appropriate tool to provide direction on subdivision matters. Rather, Administration recommends utilizing the Municipal Development Plan and/or other statutory plans to provide higher level policy direction on subdivision activities.
