Administration supports approval of a new Landfill Business Regulation Bylaw.

 

Purpose

Proposed a new Landfill Business Regulation Bylaw for Council's approval.

 

Summary

The Business License Bylaw was repealed February 9, 2016.  It contained regulations regarding the tipping fees for landfill businesses.  The repeal of the Business License Bylaw was not intended to cancel the tipping fee requirements for landfill businesses.  Therefore, Administration is requesting the tipping fee for landfill businesses be reinstated through the approval of the Landfill Business Regulation Bylaw.  Between 2011 and 2015, the County received an average of $800,000 annually from tipping fees.

 

The purpose of the tipping fees is to compensate the County for impacts on its infrastructure resulting from the operation and reclamation activities of landfills, eg. Roads.  The revenue received contributes to ongoing County operations affected by the landfill operations.

 

The proposed bylaw specifically addressing tipping fees from landfills, now to be called Landfill Business Regulation fees, would allow the continuation of the collection of tipping fees without interruption.

                     

As there are only two landfills in Parkland County impacted by this, they will be informed by letter of the proposed bylaw immediately following approval of first reading, should Council grant such approval.

Financial Impact:

Without a Landfill Business Regulation Bylaw, the County would no longer collect an average of $800,000 in tipping fees annually.
