Body
Recommendation by Administration

Purpose
To provide Council with the proposed rescinding of the Entwistle Area Structure Plan (ASP).
Summary
As part of the ASP Prioritization Project implementation, the Entwistle ASP is recommended to be rescinded. Rescinding the Entwistle ASP supports the County’s strategic approach for supporting economic growth and adaptability. This aligns with the County’s goals of:
1. Aligning planning policy;
2. Streamlining services to reduce red tape;
3. Being flexible and adaptable; and
4. Increasing user friendliness.
Project deliverables included:
1. Conducting a line by line review of the existing ASP to ensure no unintended gaps were created by rescinding it;
2. Internal Engagement with other departments; and
3. External public engagement including an open house, monthly chats with a planner, and online options.
There were no concerns regarding the rescinding of the Entwistle ASP throughout the different project deliverables. Planning and development policy and direction will still be provided in the County's recently updated Municipal Development Plan and the regulation in the County's Land Use Bylaw. Rescinding the Entwistle ASP does not affect Entwistle's status as a Rural Hamlet. The Hamlet boundary will remain the same and all proposed development within that boundary will still require connection to municipal services.
Strategic Plan:
The proposed motions are consistent with the goals of the Parkland County Strategic Plan 2026-2029, including:
D2. Enhance Parkland County's investment ready conditions by improving planning and development process...
