Administration supports the proposed motion.  
 
Purpose
For Council to rescind these policies since they are administrative directives.
 
Summary
Council requested Administration amend these policies to have them expire in December of 2015.  Under Policy Development Policy C-AD-01, these policies are administrative directives; therefore, Administration is requesting Council to rescind the policies.  Administration has reformatted these policies into Administrative Directive A-HR18 (Early Retirement Incentives for Non-Union Employees) and Administrative Directive A-HR19 (Early Retirement Incentives for Union Employees), and have them both scheduled to expire on December 31, 2015.  Administration will provide written communication to all staff, notifying them when these administrative directives will expire. This will allow those employees who fall within the criteria and were planning to utilize the policy to do so by submitting an application by 4:30 p.m. on December 31, 2015.
