Changes to Restricted Surplus Authorization Forms

That Council approve the changes to the Restricted Surplus Authorization Forms, as presented.

Purpose
At the Council Strategic Planning Workshop held in early 2012 Council reviewed the Restricted Surplus accounts and discussed a number of proposed changes to some of the Restricted Surplus authorizations forms.

Summary
During the Council Strategic Planning Workshop each of the Restricted Surplus Authorization forms were reviewed. Changes to the following authorization forms were to be presented to Council for final approval. In addition to the changes discussed at the Strategic Planning Workshop Administration is recommending the following:

Early Retirement - no change recommended at the current time. Further investigation is required by Human Resources as to whether this Early Retirement Incentive Policies HR 018 and HR 019 are necessary in this economy.

Entwistle Community Development - added based on direction received from council. Terms of Reference to be presented to Governance and Priorities Committee on July 3, 2012.

Fire Facilities - remove. The funding will be depleted with the construction of the Acheson Firehall. Any future funding the County wants to allocate to fire facilities could be placed in County Facilities Restricted Surplus as this fund is for any County owned facilities.

The proposed changes are attached (Attachment I).
