Administration recommends Council approve this three year Agreement with Town of Stony Plain for the provision of Animal Shelter Services.  
 
Purpose
The current agreement between the Town of Stony Plain and Parkland County expires December 31, 2013.  This new agreement will be effective January 1, 2014 and will expire December 31, 2016.
 
Summary
Parkland County has provided Animal Shelter Services for theTown of Stony Plain for the past 8 years.  The current agreement expires December 31, 2013.  The proposed new agreement will see Parkland County recover costs based on a percentage of the animals handled by the animal shelter for the Town of Stony Plain.  For the purposes of the agreement cost recovery includes facility costs, administrative costs as well as costs associated to the overheard for the provision of the animal shelter.  In addition daily costs will be charged the rate of $22.50 per day per animal unit for impound fees.  
 
The contract allows for annual adjustments of the contract rate based on costs and the number of animals handled by the animal shelter.  These rates will be set annually in June using the last complete year of statistics and costs, i.e. the rates for 2014 will be calculated using the costs and statistics from 2012.  
 
Strategic Plan/Policy/Legal/Staff Implications (As Required)
This Agreement is consistent with other agreements where Parkland County is providing services to municipalities; most notably the Village of Spring Lake Enforcement Services Agreement and the City of Spruce Grove Animal Shelter Agreement.
Financial Impact:
Potential annual revenue from the Town of Stony Plain of approximately $49,000.
